Who We Are

YAI has been dedicated to providing innovative services for the intellectual and/or developmental disability (I/DD) community since its founding in 1957 at a time when institutional living was the norm for people with I/DD. Today, YAI has a team of over 4,000 employees and supports over 20,000 people in the I/DD community.

HISTORY

Jane Ning Kuo, an Asian Health caseworker, established GHO in 1992 to improve the lives of individuals with intellectual and developmental disabilities, and to address the needs of the Asian-American community. She understood a dedicated agency was needed to offer developmentally disabled people from Asian communities a comfortable, familiar and culturally relevant environment in which to thrive.

Jane’s reputation in the field and her expansive network of contacts allowed her to attract funding as well as the dedicated employees to GHO. Today, 25 years after its humble beginnings, GHO is a thriving services agency. Jane passed away in 2007, but the agency she nurtured continues to grow and strengthen with the same enduring passion.

Freeman Tsui, CEO

Vicki Chan, Assistant Executive Director

Vicki Chan is the Assistant Executive Director at General Human Outreach in the Community, Incorporated. She has over 25 years of experience in the human service field. Prior to joining GHO, Miss Chan worked with social service agencies to provide case management service to mental health service recipients, child abuse prevention care to immigrant families, behavioral services to individuals with intellectual and/or developmental disabilities, and quality assurance oversight for mental health services. She joined GHO in 2005. During her tenure, Miss Chan has secured RFP approval to expand Community Habilitation, Day Habilitation, Family Support Services Reimbursement Program, and started the Family Support Services Psychological and Psychosocial evaluation program. Miss Chan also has experience with Residential Program, and Behavioral Services. She currently leads the Community Habilitation Program and the Day Habilitation Program at GHO. Miss Chan holds a Master in Public Administration, a Master of Arts in Psychology, and a Master of Arts in Chemistry.

Robert Tong, Deputy Director

Robert Tong is the Deputy Director for General Human Outreach in the Community Inc. (GHO). The majority of his work experience has been in the non-profit sector working with the intellectually disabled population. In his current capacity, Robert is the head of the Human Resources Department at GHO. He is responsible for implementing human resource management strategies that enable GHO to recruit, train, and retain a highly motivated and experienced workforce. Robert specializes in recruiting, retention and assisting employees, talent management, staffing, employee benefits, employee relations, policies development and training and development. In addition to his current role, Robert is also responsible to oversee and manage the Medicaid Service Coordination program and the Family Support Services program. Mr. Tong has a MBA degree in Management from Long Island University and also a BBA degree in Marketing from the University of Iowa. He is PHR certified and has been working in the field of Human Resources for over 28 years.

Richard Flores, Director of Finance

Richard Flores has joined the Executive Team of General Human Outreach in the Community as the Director of Finance. He brings more than 25 years of experience in finance, accounting and management in the nonprofit sector. Richard’s wealth of knowledge in nonprofit and strategic planning has proven to be a vital asset to our organization’s growth. Mr. Flores’ prior experience includes serving as an Interim Director of Finance with Boom Health (formally Bronx Aids Services). Over the course of his tenure in the nonprofit world, Mr. Flores has held impressive roles with other nonprofit agencies. Some of the roles included Controller at Sheltering Arms managing a budget of $80 Million, as well as, working for Public Health Solutions, one of the largest public health service nonprofit organizations in NYC, managing a budget of over $210 Million. During the course of his many years working with nonprofit agencies, Richard has also had the privilege of sharing and contributing his expertise as a financial consultant working with smaller nonprofit agencies in need of financial help and guidance. Richard holds a Bachelor of Science in Accounting from Lehman College. In 2017, Richard was honored with a King of Queens award for his business contributions to the Queens community at large over the past years.
